In a single processor UNIX operating system, the scheduler only
concerns itself with when to run a process
on the CPU.
In a multiprocessor UNIX operating system,
the scheduler not only has to consider when to run a process,
but also where to run it.
Because the kernel runs on all the processors,
the process scheduler may be active
on any or all of the CPUs.
